No-Show Policy
(Revised 2/26/2007)
I. Definition
A. A "No-Show" is an umpire who fails to appear at a game to which he/she has been properly assigned.
II. If an umpire is a "No-Show", then the following procedures will apply:
A. An automatic fine of a game fee will be assessed for each missed game assigned. (For example: a "No-Show" at a three-game softball assignment at the same location at 1:30, 3:00 and 4:30 would face a fine of $38 + $38 + $38 = $114.
B. For every subsequent missed assignment:
-
an automatic fine of a game fee will be assessed for each missed game assigned, plus an additional $50. (For example: a "No-Show" at a three-game baseball assignment at the same location at 1:00, 4:00 and 7:00 would face a fine of $53 + $53 + $53 + $50 = $209);
-
possible suspension or expulsion, at the discretion of the Board.
C. Procedure: Within seven (7) days of being notified of the "No-Show" violation, the charged umpire shall remit to the Treasurer the amount of the fine (as determined in “A” and “B” above).
D. The charged "No-Show" umpire may appeal his/her fine by so indicating when he/she remits the fine amount to the Treasurer.
E. Non-payment of the fine within the prescribed seven (7) days will result in immediate suspension of the umpire from the RCUA. Reinstatement and the right to appeal (see paragraphs F, G, and H below) will occur upon payment of the fine.
F. The President will appoint a three-person Appeals Committee (1 Board of Directors member and 2 non-Board members). This Committee will meet frequently during the season for the purpose of hearing and adjudicating appeals.
G. If an appeal is upheld, then the Treasurer will return promptly, the amount of the fine to the charged umpire. The official who worked alone shall receive 50% of the total amount of original payment made by umpire “no-show.” The money shall come from a fund accumulated from the fines not returned to “no-show” umpires, and sent to umpire working alone.
H. If an appeal is denied, or if no appeal is filed, then the Treasurer will promptly remit 50% of the fine of the first game, plus the entire amount of fine for each succeeding missed game in that assignment, to the umpire who worked alone. The remainder of the fine will remain in the RCUA treasury.
